Dr Talwar hails from Jalandhar, Punjab. His father being a Doctor serving the Punjab Civil Medical Services, he spent his childhood and had his early schooling in small villages of Punjab.
He did his matriculation from Modern Higher Secondary School Patiala and Graduated from Dayanand Medical College Ludhiana in 1982.
He completed his Masters in Surgery (MS) under Late Prof DS Gill and Prof. KP Singh from Dayanand Medical College in the year 1986 and thereafter pursued Super Speciality training in Surgical Oncology at Cancer Institute Adyar (CIA) Chennai, Kidwai Memorial Institute of Oncology (KMIO) Bangalore, Malignant Diseases Treatment Centre Pune before enrolling for a 2-year certificate course in Surgical Oncology at Tata Memorial Hospital Mumbai.
He has served in the capacity of a General Surgeon and Surgical Oncologist for more than three decades in the Armed Forces Medical Services with the privilege of heading most of the apex cancer centres of the Armed Forces like Cancer Centre Command Hospital Kolkata, Cancer Centre Command Hospital Chandimandir, Cancer Centre Command Hospital and Armed Forces Medical College Pune and the prestigious Cancer Centre Army Hospital Research and Referral Delhi, and the Department of Surgery Indian Naval Hospital Ship (INHS) Asvini, Mumbai.
He has also been a recognized and sort-after teacher and examiner in MS General Surgery Courses in various universities all over the country like Maharashtra University of Health Sciences, King George’s Medical University and Delhi University.
He has been a certified Professor and Examiner of the National Board of Examinations (NBE) in the discipline of Surgical oncology, having tutored, mentored and guided innumerable students on their journey to attaining a holistic understanding of the art and craft of Surgery and in particular the field of Oncology and Surgical Oncology.
Besides providing him with a vast experience in clinical medicine, Armed Forces Medical Services gave him a rich exposure to Hospital Management and Human Resource Development, while holding Top Administrative appointments in large teaching hospitals.
